I believe bases take 6s (~6.5s) to cap nowadays. It was an attempt by Brolinka to make certain classes/specs more apt at ninja-ing in RBGs but all it really did was make Druids and Rogues even more amazing at it

Watch this video. Flag cap starts at 1:23 and ends ABOUT 1:31; he makes it difficult to get exact time for that one.

Damnit, I have a bad habit of sometimes not providing proof to my claims!
At the time of publishing (January 2015), the video posted above was accurate: cap times were approximately 7 seconds.
Fast forward to Patch 6.2 (June 2015) and there is this:
Battlegrounds and Arenas
Battlegrounds
- Capturing a point in the following Battlegrounds now takes 6 seconds (down from 7 seconds).
- Arathi Basin
- The Battle for Gilneas
- Deepwind Gorge
- Rated Eye of the Storm
- Picking up the flag in Rated Eye of the Storm now takes 6 seconds (down from 7 seconds).
I think it's really helpful information that you're bringing to the table here, I just feel like I have to insist on this smaller detail since that patch made Kidney Shot > Cap (or Cyclone > Cap) much more reliable. Uno Mas has won many RBGs thanks to that small tweak
